In response to a Yarra City Council prepared design framework for the redevelopment of the Richmond Town Hall Precinct, ASR Research was engaged by Council to determine what services and activities could operate from community facilities at the rear of the Richmond Town Hall and identify the spatial needs associated with them.  Council had been concerned for some time about the lack of community facilities in the Richmond area.
